What a window quote should itemize, and what usually gets left out

A complete window quote itemizes 12 things: the number of openings, each opening's location and window type, the frame material and product line, the glass package, the installation method (insert or full-frame), what happens to the existing trim, removal and disposal, capping or wrapping of exterior trim, the permit position, the warranty terms on labour and on the product, the payment schedule, and a total that matches the sum of the parts. Anything a quote leaves out is a change order waiting to happen. The single number that makes two quotes comparable is not the total, it is the total divided by the number of openings. Chicago's one attributable benchmark for that number is $650 to $1,200 per window installed for a standard vinyl double-hung (Modernize, Illinois page, Isabella Andersen, reviewed by Catie Bonner, March 18, 2026, read 2026-08-11). The 12 lines a complete quote carries

Read this table with your quote next to it. The right column is the point: each line exists because leaving it out moves money or risk onto you after you have signed. The order runs from the lines that change the price most to the lines that change your exposure most.

What gets hidden, and the shape it hides in

Very little of this is dishonesty. Most of it is a sales document written to be easy to say yes to, which is a different goal from being easy to check. The pattern is the same every time: a phrase that sounds like a commitment but names no quantity, no product and no boundary. Here are the ones worth recognising on sight, with the question that turns each back into a fact.

The last row deserves a sentence of its own. A price that expires at the end of the sales visit is the one structural feature of a quote that exists purely to stop you doing what this page recommends. It is not evidence of a bad product or a bad crew. It is evidence that the number is soft, and a soft number is one you should be comparing rather than accepting.

The one calculation that makes quotes comparable

Divide the total by the number of openings. That per-opening figure is the only number that travels between two quotes and the only one that can be held against a published band. Totals cannot be compared because they price different scopes; per-opening figures can, once you have confirmed both quotes cover the same openings.

The band to hold it against, for the most common Chicago job, is $650 to $1,200 per window installed for a standard vinyl double-hung, or $700 to $1,250 for an energy-efficient vinyl unit (Modernize, Illinois page, Isabella Andersen, reviewed by Catie Bonner, March 18, 2026, read 2026-08-11). For a whole home of 10 to 15 windows, the same page puts Illinois at $6,000 to $16,000. That is one publisher's read of a market, not a price list. No agency publishes what window work costs.

A worked example, built from the published band

The two quotes below are arithmetic on that sourced band, not real quotes shown to this site. They exist to demonstrate the method, and the point they make is that the cheaper total is the more expensive job.

The glass adjustment subtracts the Illinois triple-pane upgrade band of $150 to $350 per window from Quote B (Modernize Illinois, March 18, 2026, read 2026-08-11). Both totals and both opening counts are illustrative.

Read straight off the page, Quote A is $3,850 cheaper. Read per opening on a matched specification, Quote B is level with it or below it, covers two more windows, includes disposal that Quote A leaves to you, and fits triple glazing in a city with a real heating season. Nothing in this required a spreadsheet. It required knowing the opening count and the glass package, which is exactly what the vague quote does not give you.

Normalising two quotes onto one scope

Work down this in order. Each step removes one reason two numbers cannot be compared, and you stop as soon as the remaining gap has a named cause.

Scepticism aimed at the wrong line costs you a good contractor. Three items get challenged constantly and are usually legitimate.

One source disagrees with itself and it is worth knowing rather than smoothing over. Modernize's national page, published one day before its Illinois page by the same two staff, works out at roughly 85 percent materials against 15 percent labour, at $897 and $149 per window (updated March 17, 2026, read 2026-08-11). A quote that gives you a brand name and a total has told you almost nothing. Every item missing from that list is a decision somebody else will make later, usually while the wall is open and you have no leverage.
Why do two quotes for the same house differ by thousands of dollars?
Usually because they are not the same job. Frame material and specification tier alone can account for it. On the same Illinois page, a basic-tier window runs $575 to $1,000 and a high-end one runs $1,250 to $2,700, both per window installed (Modernize, "Window Replacement Cost and Pricing in Illinois (2026)", Isabella Andersen, reviewed by Catie Bonner, March 18, 2026, read 2026-08-11). Across 12 openings that spread is larger than most people expect the entire gap to be. Add a triple-pane upgrade, which the same page puts at $150 to $350 per window, and an insert install against a full-frame tear-out, and two honest contractors can be thousands apart while both are quoting fairly. Find the scope difference before you decide anyone is overcharging.
What does "installed price" actually include?
Whatever the quote says it includes, which is why the phrase is worth nothing on its own. Ask specifically whether it covers removal and disposal of the old units, exterior capping, interior trim repair, caulking and finish work, and the labour warranty. This Old House puts removal and disposal at $55 to $65 an hour (Stephanie Minasian-Koncewicz, updated June 23, 2026, read 2026-08-11), so a quote that excludes it is not the same quote as one that includes it, even at the same total. Get the inclusions written into the document rather than agreed in conversation.
Is a lump-sum quote with no line items a red flag?
Not automatically, but it is unfinished. Some contractors price by the job in good faith and will itemize on request. The test is what happens when you ask. A contractor who breaks out the count of openings, the product line, the glass package, disposal and the warranty terms has simply been keeping the paperwork short. One who declines, or who says the breakdown is proprietary, has left every one of those items open to interpretation later. Ask once, in writing, and let the response decide it for you.
What should I ask about the permit line on my quote?
Ask which specific part of your job triggers a permit. Chicago publishes a list of work that does not require a building permit, and in a residential building up to four stories above grade it includes "Repairing or replacing (in-kind) an exterior window or skylight in the existing opening", read at chicago.gov 2026-08-11. The city defines in-kind as new elements "of the same type, size, and shape". If your openings are not changing and the property is not a landmark or in a landmark district, the exemption is the city's own published position. This site publishes no permit fee figure, because none was read at the agency that charges it. See the permit page.
How much of a deposit is normal, and when should the rest be paid?
No attributable figure exists for that, and we are not going to invent one. Nothing read for this site publishes a typical deposit percentage or amount for a Chicago window job, so this page states none. What you can do without a benchmark is insist the payment schedule appears on the quote, tie the milestones to work you can see (materials delivered, installation complete, final walk-through signed off), and hold a meaningful final payment until the punch list is closed. If a deposit is presented as non-refundable, get the cancellation terms in the document before you sign.
Does a window quote or contract have to be in writing in Illinois?
This site does not answer that, because no statute was read at primary source for this page. Rather than repeat what other sites say a law requires, we publish nothing on it. Get every quote in writing regardless, because a written scope is what makes quotes comparable and what you hold a contractor to. If the legal position matters to your decision, ask a lawyer or the Illinois Attorney General's consumer protection office rather than a page like this one.
